and resilience every day. i wanted to take a moment to detail how san francisco is a sustainable seven -- city. being a sustainable city means we are less wasteful. we are leading the nation with over 78% diversion rate. 70% of our waste is recycled, compost, or diverted. being a sustainable city, we are energy-efficient. our energy program is a partnership that we have put together with pg&e and we help small businesses save money on energy bills and reduce carbon emissions. in san francisco, we are also renewable the powered. we have about 3000 solar installations throughout the city and county of san francisco, equalling 19 megawatts of solar. we are also working toward being 100% powered city in the next 10 years. finally, in san francisco, it means we are ev ready. we're making it easier for residents to take charge of their electric cars. the city now operates 50 publicly available charging stations at 15 locations. these are found at city parking garages, at the airport, treasure island, and by the end of 2012, the city will add another 30-40 charges. of note, the public uses the statio

[ laughter ] well, if we finish early i will come back to you. >> all right. >> now a question for miss breed and mr. resignato. san francisco currently provides free or low-cost health care to residents who can't afford private health insurance and do not qualify for coverage from the state or federal government? do you agree with funding this for employees who spend less for their employees health care than what the city believes is adequate? >> yes. i think it's important that we continue in this direction. i was one of those persons who grew up -- i mean my grandmother raised me and my brothers and she worked as a maid and couldn't afford health care. and luckily we had medicare and we were able to go to the doctor and the dentist. i still have my same dentist who has been my dentist since i actually had teeth. i just think it's great that kids and people who don't have access to health care have access to health care. we need
important -- it's tough to narrow it down like that. i really feel that city hall and residents and students and small businesses just need to have a much less adversairal relationship and i know that is very generalized. i am interested in making things easier for homeowners and students and visitors and one of the things coming up a lot in this campaign is public financing and i have taken a stand from the very beginning they would not accept 1 dollar in public financing money. not that i oppose it per se but these are hundreds and thousands of dollars and we are losing money and candidates are spending it on consultants in walnut creek or in san jose and one way is to keep money here in san francisco by changing the system. >> mr. crawlly same question. what in your opinion is the single most policy issue in san francisco and if elected what would you do to address it? >> well, there are several and i believe that if i am elected supervisor the first thing i will deal with is public safety. as you know there are 344 police officers that are retiring by next november. in th

to the different districts that [speaker not understood] the city of san francisco has, one of them being your district, actually, last month, chair kim. and one of the things that i'm learning is how much the immigrant community is unaware of what options and what possibilities and what [speaker not understood] that they have in the city of san francisco, that they don't always have to be afraid. that there is language access and they can access it. and what we as commission can do is expose them and let them know in our own communities. i know the [speaker not understood] community isn't as aware of what the city can offer them and i think that's just the very beginning of what we're doing. but the commission in the last two years that i've been under chair and now chair haile has progressed a lot tremendously over the last two years. and i think being a part of it, i feel that we are available for the immigrant community. and as was stated earlier, we're just moving forward at this time and i like the work that's being done and i'd like the work to continue at this point. thank you. >> than

what we see now is a bit of an abuse in terms of the number of vendors that the city has leased space to in our parks. and parks and recreation is for parks and recreation and not necessarily should be a place where we are leasing space to more vendors than we particularly need in specific areas. there is a place for vendors, for food vendors for various vendors in certain areas of the parks, but i think we are focusing way too much time on trying to figure out how we generate revenue for the city more so than we are trying to figure out how to make sure that those uses are good uses for the people who use the parks . >> julian davis here. you know, i think we're seeing somewhat of a crisis in our parks and recreation department. i found that the department is severely mismanaged. we have synthetic fields going we have privatization and commercialization of our park spaces. we have rec directors being fired and park patrol officers being hired. we have onerous fees for access to community space, pricing community events out of our park spaces. the question is about whether particular
believe the city is really challenged with issues dealing with equity and i believe there are many people who are being forced out of the city in part because they can't find jobs. so jobs has been a huge priority for us. trying to find -- trying to work with city agencies, with community-based organizations, to make sure that young people, especially, have opportunities to make choices in their lives. and so that is why we have been focused very much on job-training and wrap-around services in that respect also. i think there are older adults and other folks who also could use additional employment. so i think jobs is a big issue for me. >> miss johnson? >> i agree that it's difficult to pick just one issue. but i think a lot of our policy issues that we're having, that you have in front of us come from a lack of accountable. where is your money being spent? how is it being spent? there is a lot of mismanagement. and there is a lot of money that goes places we don't know where it's going. and you can see it running through all of this discussion of all of the polices. are our ele
fair share of the cost that our city has to spend to deal with the 16 million tourists that come in every year. so that is another conversation that i think we need to have as well. as you can imagine, these are complicated issues, which is why it's taking me a little bit of time both to convene stakeholders and draft legislation, but i hope in the coming weeks and months that we'll have a proposal that we can all start talking about more publicly. >> thank you, president chiu. supervisor wiener? >> thank you. and i want to thank president chiu for his and his staff's hard work on this. i know there was a lot of dialogue and negotiation and i really appreciate that effort. i will be supporting the legislation today. i did initially have a concern with the original form of the legislation around the enforcement mechanisms and what that might end up looking like with our organizations that would immediately be able to run into court. and it just raised a red-flag for me, requiring administrative exhaustion so we can try to work things out within the city before allowing for a law

the city needs money but we can't do it on the backs of small business and the threats to residents and i completely oppose the meters on sundays and late nights. >> mr. crowley. >> in district seven i think it's necessary to dismiss this idea all together and let's not forget the holidays and they hit them as well. a one size approach doesn't fit this and i suggest the parking lots at the ball field and we do dynamic pricing and that is one solution that is dense and know they're going to pay for parking and looking for solutions to fit their car in for free. only in areas where there is the retail wrap that should happen but in district seven it's a disincentive for the merchants. >> we are good at shooting the goose and in the foot and muni says we have a deficit let's gouge the drivers. are you going to drive anywhere? no. you're going somewhere else and where is that revenue that we need? and by the way give free passes to youth and expand it from there, so we gill the gooses and shoot the drivers in the foot by digging a deeper hole for yourself and why don't we increase revenu
to return and live in that building, and wouldn't be forced to relocation completely out of city. >> thank you. one of the things that i find interesting is when people talk about the african-american experience in san francisco and out-migration and one key point i hope to drive home, when we talk about economic development, we also talk about it in context of workforce development. when we talk about our budget situation where we are in the city, we also talk about cuts by virtue of simultaneously talking about revenue. when we talk about the african-american out-mike migration rarely do we talk about recruitment and retention. when we begin to talk to developers about who they use to market and where they market? that really has a significant impact as to which audience they are actually capturing? now if the city was truly interested in increasing the african-american population, then i would put that the city needs to take the initiative, as well as lead developers. when we are marketing these new rental units on the market, that we are advertising in ebony and essence and jet and so
, chamber of commerce, we appreciate the opportunity last year and way back in 2006 in working with the city in developing healthy san francisco program, the health care security ordinance, it's a complicated issue, much that was broukt up from the grand ju, we appreciate their work and we cooperate yearly, thing that is are covered by federal law, it's not an easy solution, but the vast majority of san francisco businesses provide insurance and the vast, vast majority of son fra*ns businesses are spending required amounts of money, every survey and report by your agency show that and supervisor campos has acknowledge hated but there is an issue with some categories of business, but we're working together, small business associations, the chamber on educating employers and employees on the rights and obligations under this law. we've worked with television ads on cable television, the city, websites, direct communication with members, thousands of employers have been communicated with by our organizations and by the city to understand how to make this work for the employee and how to make it

. the city administrator did negotiate a cba that was brought to the cac in january, and it was approved by the city administrator at the end of january. and this past year san dusk actually negotiated their second round, the second cba. september 20th was the final public hearing on that cba. i'm not sure if the city has signed off on it yet. >> could you talk a little bit, could you summarize the first cba with sandusk what was finally agreed upon? and also the value of the exclusion. >> sure. so, my understanding is that the value -- well, the cba's intention is that 30% of their benefit goes toward providing community benefits. i think the first year san dusk said their benefit amount was $75,000 and their cba actually went above and beyond that amount. but they mainly -- the major thing is they committed to is to host tours and panels for their employees and for the public on things relating to the tenderloin, such as tours, sro tours. they did a lot of work around food justice. they sponsored an improve sf challenge for the neighborhood. they provided volunteer days in the neighbor

legislation that i submitted last week that includes amends that our city attorney noted does not need to be adopted through separate legislation. the impetus of this came from a number of initial complaints that my office received over a year-ago. involving suggestions that there were corporations that were illegal leasing out spaces for the short-term use by individual as kin to the use of hotels by tourists. legislation that we have before us strengthens an existing law, to restrict this practice known as hotel evasion. in 1981 the passage of the apartment conversion ordinance, which is second, 41-a of the administrative code made it illegal for residential propertis with four or more units to be occupied pore for less than 30 days. unfortunate le what we have found in recent years there has been a problem that has persisted due to enforcement challenges and a loophole in the law. in recent years we have seen many corporations sidestep this law by signing long-term loiss with property owner ises that their non-san franciscan employees can use the apartment as short-term corporate ho
>> president chu? >> i had two observations as i compared our city attorney's response to the same question, our city attorney said, yes, consumer fraud is committed, you clarified the burden of proof required in the criminal context from my perspective, i think that makes sense, these type of consumer fraud cases are pursued from our civil attorney, i wanted to make that first point, but secondly, i think what ms. crevette was saying, rather than having a surcharge for health care, they broaden that language and said it was a surcharge for the cost of doing business in san francisco, that's a very different set of issues and it might be a set of issue that is we may want to tackle at a later point but it gets us beyond the health care situation, it could be surcharge that businesses justify because of our city's living wage law, sick leave, health care and all the compendium or payroll tax, all of the variety of cost of doing business and this is why i think i understand from what you're saying, that would be harder to prosecute, i completely understand that. we may decide that's

adult was also injured at st. andrew's catholic church in daly city. kimberly tere joins us from daly city with more for us. >> reporter: diane, you can see the markers left on the ground by investigators who were here for hours in this parking lot. the accident happened just before 9:00 this morning, just as mass was about to begin, and catechism for the kids was getting under way. so witnesses say the parking lot was very busy. according to daly city police, a woman in her 50s driving a minivan hit a mother, her child, and another woman. all three victims were taken to san francisco general hospital where the 6-year-old girl died. the two women, one 45, the other 46 years old are, still hospitalized tonight. their conditions unknown. parishioners say the accident is very upsetting, and at this afternoon's mass, the church prayed for the families involved. >> it should not have happened. the parking lot is small, like i said. and i think this guy must have come speeding. >> it's been there already. we don't know what happened. feel like someone is crying for help. >> it's a red car.
of the larger issues around rental stock in san francisco. like most big cities it's citadel that we preserve our rental stock and protect it from being cannibalized for other uses. there is a market for hotels, corporate suites and condominiums and other uses and the answer is through an efficient production strategy that expands choices and notice through diminishing our rental stock. thank you supervisors for bringing this forward and preserving our rental stock. >> thank you. >> good afternoon, supervisors. jane, san francisco apartment association and i'm here to speak on behalf of the rental industry and the corporate housing providers. thank you supervisor chiu for opening your doors and taking our input in this participate piece of legislation. what i have discovered in working on this policy is that most of the people that i represent do not rent for less than 30 days and, in fact, they don't rent for less than 90 days. although i would like you to all take into consideration that providing 90-day/six-month housing is important in our city for people coming in, for cancer treatmen

in prior years, 89% of the money goes to health insurance, 4% to have money to the city option, sort of also referred to as the healthy san francisco program x and 7% of the money went to reimbursement programs as a general category, the vast majority of that specifically to health reimbursement accounts or hra's, i think that# indicates and shows that the vast majority of employers who provide health insurance to their workers provides the vast majority to have spending are complying with the spirit and intent of the ordinance. looking just specifically at reimbursement programs as a general category, we did see the reimbursement rate increase sleekly from 2010 to 2011, that number went from 20% to 26%, and we found slightly more employers were utilizing reimbursement programs, that was a point that's been mentioned here. that 29% of employers, up to 32% of employers were using these forms of reimbursement programs, looking just as hra's which has been the source of some policy sdrution and much of the grand jury's interest here, 20% of employers, 373 employees allocated 66 million

the boss of a big piece of the welfare state, the new york city human resources administration. the rich array employs 15,000 people who give benefits to my neighbors, food stamps, home care, job centers and someone, commissioner robert door runs the office. so welcome, commissioner. i appreciate you coming on my show. >> thank you for having me. john: i admire you for trying, but my assumption is that your -- [applause] john: you have 15,000 employees. i assume they want to help people and they direct the jobs, but teen years and their civil servants just going through the motions. you can't fire the bad ones. >> we have something called jobs data. we call our said directors of a monthly basis and ask them how they're doing getting people to work. we set a goal. 85,000 last year. we did it in there on track to do it this year. john: placements meeting. >> getting employment. john: it does not need -- >> not everybody steps up and we have people who this is -- program to assist people. we stress work and require it. john: have your 15,000 employees , can you fire bad ones? without going
is covered by federal law and that we as a city cannot get into the business of micro managing how business -- individual businesses manage these accounts because if we were to do that, we would be in violation of federal law. as you may recall, at the time that this was introduced, what we thought was a very simple piece of legislation turned out to be one of the most controversial pieces of legislation for that year, that legislation was approved by the board of supervisors but much to our surprise and disappointment, the mayor vetoed that legislation in october of 2011 and then following that veto, there was an amendment that was introduced by the mayor work witching a number of my colleagues including president david chu here and supervisor mali ya cohen, and they introduced and passed a compromise version of the legislation that went into effect earlier this year in 2012, that legislation in my view and we believe that the reports from both the civil grand jury and the office of labor standards and enforcement will demonstrate this, that that compromised legislation that was passed and
for the city of san francisco is difficult. cash flow is a problem. invoices' get paid anywhere from 60 to 120 days. being cash for, i do not know how that would help me qualify for a loan, but it is a problem. so my question is, where do you go, if you do not have a lot of collateral, you do not have a lot of credit, have the you go about securing a line of credit? i have a lot of contracts for the next two years, but as my company grows, i cannot keep up with payroll. >> we have made loans in those situations. if you have contracts and can show us how they are going to be paid, if your credit is good, we would certainly like to take a look at that. we do not currently offer -- i should be careful. it is on and off whether we have a true line of credit. sometimes it can be structured in such a way to meet your cash flow needs, we can disperse it over time, allow you to pay it down. we have brochures back there. i encourage you to talk to us. >> let me add on that. over the last several years, a lot of small businesses have relied on their personal credit as a means to support the business. al

some cities don't -- i think one of the reasons we do have a problem is because of the wonderful social services that we have here in this city and unfortunately as someone who has sat on several committees it's disheartening that just across the east bay, even if you go to oakland, it changes drastically and i think it's one of the reasons people come to san francisco. do they all live here? absolutely not. and i think we have to get tough with this issue and the housing authority truly needs some restructuring, so that they can do their mandate which is to house people because that's another issue, but there is money missing there, so i think we have to be tough with that and it's like tough love but because we do care and it's going have to be dealt with. thank you. >> thank you. >> yes. well, homelessness has been a major problem for many years, ever since i came to san francisco we've had homelessness and it's gotten worse, and so i believe that local government hasn't done enough for the homeless, and as i stated in an earlier answer i believe that money for the homeless shoul

city. >> we have a wealth of partners in the city. s.p.a. is just now rolling out a program for r -- will be the case by the summer. let me get one last point and on the question about relationships to lenders. the question was, do have to have an account with a bank in order to get a loan? may answer is no, but the real answer to it is certainly want to do that. one of the things we see as an important thing for you, as a small-business person to establish a relationship with a lender on a variety of levels before you look for funding. part of that is opening an account with them, letting a lender know about your business, understand your business, talk to them as you are growing your business. when the economy is strong, all lenders are shopping for transactions. in times are tough on credit, you want to rely on those deeper liberation ships with your lender. you want to develop a relationship with a lender. it is the case where you want to open up an account, while to have another bank services that you want to have a relationship with your lender with it because when you go to

impacting the whole. and also the long-term view of housing here in the city. because there was the 10th and market project, i know started out as for-sale units and asked for a conditional use to be considered as rental units. you know, 55 laguna, the project i worked foreperson seven and a halfs and we sat with open houses and debated whether that should be 100% affordable low-income senior housing or not or mixed-use housing? recently those project sponsors came back and wanted to maybe sacrifice some of the middle-income affordable housing for the financing of the senior housing? so that is -- these debates are endless. so i think again it would help to have just, you know, more holistic approach to this whole thing. i don't think we have the appropriate analyses sometimes or least i didn't feel that way when we were approving project-by-project things. and i think there is always room to include more information. and so i don't think the conversation ends today. >> thank you, supervisor campos? >> thank you, you know, i have been on this board for four years now. and one of the t
association of new york here in new york city are getting taxpayer dollars. yet we don't know if they're actually doing anything with that money. john: its new groups. not the same thing. >> the same directors, the same tax i.d. numbers, the same employee edification numbers. in many cases the same employees >> congress cuts them off and they just change names. >> i can tell you that when i were to the house oversight committee as an investigator we went to the inspector general's office, and an auditor told the committee staff when we found direct evidence of acorn housing misusing federal grant money, the auditor said, look, is $10 million. a $10 million grant. when you're dealing with that little amount of money we don't actually conducted on. as the state of affairs. john: but these are poverty workers. i assume most of them are helping people. there are a few bad apples. but so what if it's the same people. there were not all trying to help the fake punt break the law . >> these organizations are about politics, and that is white special concern if they are getting our tax dollar
